Tính năng này bị gỡ lâu lắm rồi bạn. Theo mình nhớ là bản 0.18 là gỡ. Bạn tải bản 0.17 thử: https://github.com/microsoft/PowerToys/releases/tag/v0.17.0

Nhưng nó khá cũ rồi á.
